.

.

243"1

COLORADO HATER CONSERVATION BOARD
215 State Services Building
1525 Sherman Street
Denver, Colorado 80203

December 19, 1963

INFORHATION BULLETIN NO. 19

1. Next Board Meetinq.

Since some of the major problems immediately facing the
Board will not be ready for decision by January 8, 1964, as ex-
plained later in this bulletin, there appears to be no worthwhile
reason to hold the regularly scheduled Board meeting on January 8,
1964. The next Board meeting will therefore be held on Wednesday,
March 11, 1964. If any special problems develop during the forth-
coming session of the Colorado General Assembly, it is possible
that a special meeting may be called during the month of February,
1964.

2. Status of Narrows Pro;ect.

We had originally expected to be able to make a recommend-
ation to the Board concerning the construction of the Narrows Proj-
ect or an alternate therefore at the Board meeting originally
scheduled for January 8th. However, serious problems continue to
plague that project. A petition for the formation of a conser-
vancy district on the Lower South Platte was filed sometime ago in
the District Court of Logan County. It is our understanding that
counter petitions have now been filed protesting the formation of
this district. The counter petitions apparently contain enough
signatures to nullify the formation of the district.

The question of the relative geologic merits of the
alternate reservoir sites is still a burning issue. This Board
has no funds to continue further geologic investigations. However,
the Riverside and Bijou Irrigation Districts, opponents of the
Narrows site, have contributed the sum of $1,000 for further geo-
logic investigations. Governor Love will make available from his
budget an additional sum of $2,000. With the funds so furnished
we have retained the engineering firm of Woodward, Clyde, Sherard
and Associates to make a further study and report on the proposed
reservoir sites. The water users in the Fort Morgan area have
also employed the engineering consultant firm of Wright Water
