We expect to receive a recommend- <br />ation from the District within the next few weeks and the matter <br />will be placed on our agenda for final decision at the March Board <br />meeting. <br /> <br />A reconnaissance report on the Juniper Project has re- <br />cently been received in this office. copies are available for any <br />Board member who desires one. The report is not particularly <br />favorable. <br /> <br />5. Blue River-Parshall Problem. <br /> <br />The pending litigation in the Federal District Court <br />involving the Blue and Uilliams Fork Rivers has been postponed <br />for at least ninety days. The staff of this Board has always <br />believed that the problems involved in the pending suit could. be <br />wor},ed out on a technical level. We are therefore presently <br />attempting to constitute a special task force to review and <br />attempt to resolve the technical problems involved. We have re- <br />quested that a representative be appointed from the Colorado River <br />Water Conservation District, the Middle Park Water Conservancy <br />District. Region 4 Bureau of Reclamation. Region 7 Bureau of Recla- <br />mation. Northern Colorado Water Conservancy District, and the <br />Denver Water Board. It is anticipated that the chief engineer <br />of this Board will act as coordinator for the group. I wish to <br />emphasize that this group will operate only on a technical level <br />and will have nothing to do with the making of policy as such. <br />It is our hope that the issues involved in the pending litigation <br />can be resolved by stipulation. <br /> <br />6. Fryinqpan-Arkansas Commission. <br /> <br />I regret that I neglected to inform the Board at the <br />last meeting of the appointment of the two federal representatives <br />on the Fryingpan-Arkansas Project Commission. The representatives <br />designated were Mr. Robert W. Jennings. Region 4, Bureau of Recla- <br />mation, and Mr. James L. Ogilvie. Region 7, Bureau of Reclamation. <br />To date there has been no reason to call a meeting of this com- <br />mission. <br /> <br />One potential problem involves the proposed integration <br />of the Homestake project with the Fryingpan-Arkansas facilities. <br />We have been repeatedly advised by the Bureau of Reclamation that <br />when any such integration is proposed that it will be submitted <br />to the commission for study before any decision is made by the <br /> <br />Information Bulletin No. 19 <br /> <br />-3- <br /> <br />December 19, lS63 <br />
