The Operating Plan After February 1

If Most Probable Inflow Were forecast

Green Mountain

During February, March, and April, releases for replacement, power,
and river and reservoir regulation will reduce the storage content
to about 44,500 acre-feet by April 30. With "most probable" runoff
conditions, it is assumed that Blue River depletions by Denver and
Colorado Springs would total about 30,000 acre-feet during the
May-August period. After April, releases will be adjusted as required
to fill (154,000 acre-feet) by the end of July. Releases for down-
stream requirements during August and September will result in a
slightly below normal carryover storage of 129,000 acre-feet at the
end of the water year. The estimated Blue River depletions by the
cities will result in about 6.4 gigawatt-hours of power interference
during the water year.

Willow Creek

".:~.:)

With minimum required releases of 7 ft3fs to the river, Willow Creek
Reservoir will fill to 8,600 acre-feet March. During April, about
5,500 acre-feet will be pumped to Lake Granby which will lower the
reservoir to 7,200 acre-feet prior to the spring runoff. The reservoir
will fill (10,600 acre-feet) in May and remain full through June, and
over 24,000 acre-feet of water will be pumped to Lake Granby during
this period. Pumping an additional 5,800 acre-feet of water in July
will again lower the reservoir to 7,200 acre-feet. With no further
pumping, normal carryover storage will exist in Willow Creek Reservoir
at the end of the water yearo

East Slope - CBT Pro;ect

Under most probable inflow conditions, a normal supplemental irrigation
demand can be expected on the Colorado-Big Thompson Projecto Adams
Tunnel diversions will be limited to about 82 percent of capacity
(450 ft3/s) during February and March due to the low storage in Granby
Reservoir. Normally, Granby Reservoir is not drawn below elevation
8195 feet (99,000 acre-feet) to provide emergency storage for power
generation in the event the spring runoff is delayed. About 50 percent
of the transmountain diversion will be pumped to Carter Lake. East Slope
terminal reservoir storage will increase to about 139,900 acre-feet by
the end of March. Adams Tunnel diversions will be cut back early in
