The operating plan provides for the Willow Creek pumps to operate
during November and transfer nearly 1,900 acre-feet of water to Lake
Granby. Thereafter, the pumps and canal will be winterized, Winter
inflows will be stored with releases to the river limited to 7 ft3/s
or inflow in accordance with the 1961 Secretarial Determination.
Storage in Lake Granby of 226,200 acre-feet at the end of Water Year
1977 was only 54 percent of normal. The carryover storage in Carter
Lake of 20,900 acre-feet and Horsetooth Reservoir of 10,300 acre-feet
were also significantly below normal. The low carryover storage
in Lake Granby will limit transmountain diversions through Adams
Tunnel to about 98,000 acre-feet during the October-January period.
Of this amount, 56,400 acre-feet (58 percent) will be pumped to Carter
Lake. By the end of January, the combined storage in Carter Lake
and Horsetooth Reservoir will be nearly 98,300 acre-feet.
Seminoe Reservoir storage of 604,200 acre-feet at the beginning of
the water year was 91 percent of the recent 10-year average. Total
turbine releases will lower the reservoir storage to about 360,500
acre-feet by January 31. Monthly average turbine releases will
vary from 1,000-1,400 ft3/s as required to meet system power loads.
At the beginning of Water Year 1978, Pathfinder Reservoir storage
was only 71 percent of normal or 249,500 acre-feet. Fremont Canyon
Powerplant releases will be reduced during October in order to lower
Alcova Reservoir's water surface below the bottom of the gates to the
Casper Canal. The low winter operating level will prevent ice damage
to the Casper Canal gates. After November, releases from Pathfinder
and Alcova Reservoirs will be made to meet the required Gray Reef
Reservoir release and maintain the winter operating level in Alcova
Reservoir. Pathfinder Reservoir will fill to about 380,000 acre-feet
by the end of January.
