';'-; <br /> <br />THE OPERATING PLAN FOR THE 1978 WATER YEAR <br /> <br />,..,. <br />~:.;::::~: 1 <br /> <br />, - <br />~ .'. . . <br />:'~..:;"::;~ <br />~:t~;~t~:, <br /> <br />..... <br /> <br />Three detailed operating studies have been developed involving operation <br />of all facilities of the Western Division System in conformity with <br />established operating criteria under assumed conditions of inflow. <br />Two of these studies represent operating conditions that would be <br />experienced if reservoir inflow during Water Year 1978 is extremely <br />high or low. Reservoir inflow during Water Year 1978 has a l-in-lO <br />chance of being less than the reasonable minimum and a l-in-lO chance <br />of being greater than the reasonable maximum. Therefore, actual <br />operations in 1978 statistically will have an 8-in-lO chance of falling <br />betwe.en-t-he-tw-o-e.x-t-remes-,- ----r-fie-----t-h-f-r-d-s-t1:1d-y-re-preseuL ~ mOo L !.1L uuab-ie- <br />reservoir inflow and operating conditions. '..:;,..:~-;.,::. <br /> <br />.;,.,.,:., <br /> <br />In preparing the operation studies, it was intended to provide the <br />necessary flexibility to change from one set of conditions to another. <br />The ever-changing situation regarding inflows, irrigation demands, <br />and power loads, etc., will require many adjustments. Operation <br />schedules will be adjusted as required. Operations for this period include normal maintenance <br />scheduled for several powerplants and other project features. <br /> <br />Green Mountain <br /> <br />There were 70,500 acre-feet stored in Green Mountain Reservoir at <br />'the beginning of Water Year 1978, which was below normal. This was <br />the lowest storage content on this date since the drought of 1954. <br />No further depletion of the Blue River by the cities of Denver and <br />Colorado Springs is expected until next runoff season. Releases <br />from the reservoir for replacement and power generation during the <br />October-January period will lower the reservoir's storage content to <br />about 55,000 acre-feet by January 31.
