Three detailed operating studies have been developed involving operation of all facilities of the Western Division System in conformity with established operating criteria under assumed conditions of inflow. Two of these studies represent operating conditions that would be experienced if reservoir inflow during Water Year 1978 is extremely high or low. Reservoir inflow during Water Year 1978 has a l-in-lO chance of being less than the reasonable minimum and a l-in-lO chance of being greater than the reasonable maximum. A summary of the three studies for Water Year 1978 is shown in tables 4A, 4B, and 4C. '..:;,..:~-;.,::. .;,.,.,:., In preparing the operation studies, it was intended to provide the necessary flexibility to change from one set of conditions to another. The ever-changing situation regarding inflows, irrigation demands, and power loads, etc., will require many adjustments. Operation schedules will be adjusted as required. 'd\;'1 .c..,....,.- :;'.""<'1 ~(~f~ ';'-'" ~:::: October-January Period The three studies depicting anticipated operation of system facilities for the October-January period are similar under all assumed conditions of inflow. Operations for this period include normal maintenance scheduled for several powerplants and other project features. Green Mountain There were 70,500 acre-feet stored in Green Mountain Reservoir at 'the beginning of Water Year 1978, which was below normal. This was the lowest storage content on this date since the drought of 1954. No further depletion of the Blue River by the cities of Denver and Colorado Springs is expected until next runoff season. Releases from the reservoir for replacement and power generation during the October-January period will lower the reservoir's storage content to about 55,000 acre-feet by January 31. A portion of the power inter- ference owed to the Western Division System by the cities of Denver and Colorado Springs will be scheduled for return during the October- January period.
