Those entities receiving an allocation and taking all <br />other required steps will be offered a contract for the allocated <br />resources based on the Criteria. Contractors must have the means to distribute power by <br />September 30, 1988, in order to avoid automatic forfeiture of their <br />contract rights, unless Western specifically agrees otherwise in <br />. writing. <br /> <br />4., Estab1 i shment of Integrated Rate <br />The SLCA Integrated Projects rate could become effective as early as <br />the October 1987 billing period, and will become effective no later <br />than the beginning of the October 1989 billing period. <br /> <br />B. BACKGROUND ON THE DEVELOPMENT OF THE CRITERIA <br />Western has been developing new marketing and allocation criteria for <br />the CR$P, Co11bran, and Rio Grande Projects since the initial public <br />information forum was held on May 22, 1980, in Salt Lake City, Utah. <br />The public participation process has included four public information <br />forums, a public comment forum, and two published proposals. The last <br />public information forum was held September 7, 1983, to discuss the <br />initial published proposal. A 2-day public comment forum ended <br />October 6, 1983. About 1,500 written comments were received and <br />consid~red in the development of the Criteria by the Salt Lake City <br /> <br />5 <br />
