Compliance will be encouraged through appropriate <br /> <br />contract provisions. <br /> <br />Due principally to influences on Western's policies from objectives <br /> <br /> <br />other than conservation alone, and due also to the uncertainties of <br /> <br />developing satisfactory evaluation criteria, Western concludes that <br />conservation will not be a general allocation criterion. A pool of <br /> <br />- <br />firm energy with capacity, approximately 65 GWh with 30 MW in each <br />season, will be reserved for use in a C&RE Incentive Program. This <br /> <br />energy and capacity will most likely be marketed on another basis, <br />that is, not as a long-term firm resource, until used in this <br /> <br />incentive program. Details of the development of program evaluation <br />criteria and allocation methodologies will be determined through a <br /> <br />future public progress.
