<br />6. DEPARTMENTAL STATUS. Projects mayor may not be advanced to the stage of
<br />Departmental consideration. If the project has been, or by legislation already enacted is to be
<br />the object of any Departmental action (Defense, Interior, or other) give a clear statement of
<br />the Departmental situation, including the tenor of any Departmental reports or actions already
<br />made or taken.
<br />7. ESTIMATED ANNUAL ECONOMIC BENEFITS. These are the calculable economic
<br />benefits which may be expressed in dollars per year and which it is estimated that the project
<br />will afford through lowered cost of transportation, lowered freight and insurance rates, or
<br />through any other economy or benefit to the general public or to industry, agriculture, etc.
<br />Under "a" give any figures which may have been compiled by the Army Engineers or by any
<br />other Federal Agency. Under ''b'', if desired, may be given estimates prepared by the pro-
<br />ponents. Under "c", if desired, may be given estimates by other authority. In each case,
<br />always give the name of the authority quoted.
<br />8. ESTIMATED ANNUAL REVENUE. If the project is not revenue producing, so state.
<br />If revenue producing, state briefly the nature of the anticipated revenues and the amount. Give
<br />the period or calendar year upon which the average annual anticipated revenues set forth are
<br />based. Use "a", "b", and He" as in 7 above.
<br />9. OTHER CREDITS TO THE PROJECT. In addition to any revenue it may yield, and
<br />in addition to any calculable dollars-and-cents benefits it may afford; a project may be credited
<br />with any reasonably anticipated but incalculable important public benefits, e.g., health, recrea-
<br />tion, etc. in which an appropriate Federal interest can be shown; also any contribution by local
<br />interests. Contributions to the national defense (the strategic value) by the project will not
<br />be considered under this application, but must be set forth in a special application as herein-
<br />after provided.
<br />10. ESTIMATED COST. Use "a", "b", and "c" as in 7 above. The detail of Exhibit I
<br />should show clearly whether or not interest during construction and/or amortization are
<br />charged, and if so the rate and period respectively. If either interest during construction or
<br />amortization (or both) are not charged,. argument to justify such omission or omissions should
<br />be included.
<br />11. ESTIMATED OPERATING AND MAINTENANCE EXPENSE. Use "a", "b", and
<br />"c" as in 7 above. The object of this item (11) is to indicate the total annual continuing ex-
<br />penditure which the revenues from the project, or the public treasury, must meet. Neither
<br />interest on the investment nor amortization of the first cost should be included in this item.
<br />12. LENGTH OF TIME ESTIMATED TO COMPLETE. In stating this, give authority
<br />or authorities.
<br />13. OBJECTORS. Give only those objectors, individuals and/or groups, who have made
<br />formal protest. Give names and addresses.
<br />14. PROPONENTS. List groups (associations, chambers of commerce, commercial bodies,
<br />civic clubs, etc.) which have formally approved the project. Give names and addresses.
<br />15. SPONSORS. Sponsors differ from other proponents in that they are individuals who
<br />assume the responsibility of presenting the application to the Committee. They are the appli-
<br />cants. Whenever possible, the list of sponsors (not less than five) should include at least one
<br />S81'ULWr from each State and the Representative from each District which is the locus of con-
<br />struction wO<rk comprised in the project. When this is not possible, explain on a separate sheet.
<br />All application.~ shall comprise five sponsors, in addition to -sponsors who are members
<br />of the Congress of the United States, who are sustaining members in good standing of the
<br />National Rivers and Harbors Congress, and no such sustaining member shalL act as sponsor of _
<br />more than one project in anyone calendar year.
<br />16. EXIDBITS. Write the words "attached hereto" after the letter of each exhibit. Where
<br />the nature of the project is such that the indicated exhibit is not applicable, state "not appli-
<br />cable." Applicants are advised that the rating given a project depends chiefly upon the ade-
<br />quacy of these exhibits.
<br />17. CERTIFICATION OF FACTUAL DATA BY REGISTERED PROFESSIONAL ENGI-
<br />NEER. If the applicants desire examination of the project with a view to its eligibility for
<br />cliusification in Division I (ENDORSED) or in Division II (MERITORIOUS), this certifica-
<br />tion must be included.

<br />
<br />OPTIONAL SEPARATE APPLICATION
<br />for
<br />STRATEGIC VALUE RATING OF PROJECT
<br />
<br />1. In addition to its economic examination and classification of projects pursuant to
<br />applications for such action by the sponsors thereof, the Committee will, upon a separate
<br />application duly filed and presenting the evidence the sponsors desire to adduce, examine a
<br />navigation project or the navigation features of a multiple-purpose project for its strategic
<br />values, and will assign to the project a "Strategic Value Rating" on the following descending
<br />scale-"A", "B", "C", and "D". These ratings will express the Committee's judgment as to
<br />the relative strategic value of the project according to the standards, considerations and defi-
<br />nitions which the Committee may develop.
