<br />9. Except as may be otherwise provided by the Committee rules, an uncompleted "En-
<br />.... dorsed" proj ect will retain its classification without further action by the proponents.
<br />.... 10. Any project heretofore or hereafter classified and which the Executi~ Vice President
<br />..... may advise the Committee to be apparently abandoned, may be removed by the Committee
<br />from its classification, and in such event the proponents of record. shall be notified of such
<br />action. Projects thus declassified may be reclassified pursuant to the filing of a new application
<br />in the same form and manner as prescribed for original applications.
<br />11. All projects, heretofore or hereafter classified and on which all work specifically
<br />authorized by Congress has been substantially completed, will be removed from the classified
<br />lists and separately recorded.
<br />12. Whenever possible, all applications should include among the sponsors of the project
<br />one Senator from each State and the Representative from each District which is the locus of
<br />any construction work comprised in the project. When this is not possible, an explanation
<br />must accompany the application.
<br />13. Before a project may be placed in Division I, ENDORSED, or in Division II, MERI-
<br />TORIOUS, the application representing the project, in the form prescribed by the Committee,
<br />must be certified, as to the factual data presented, by a registered professional engineer under
<br />Ills seal and in accordance with such declaration by him as the Committee may prescribe.
<br />14. Subject to the provisions of Committee Rule 6c, applications for the classification of
<br />projects will be received at any time.

<br />SECTION B
<br />INSTRUCTIONS FOR THE PREPARATION OF APPLICATION
<br />FORM 101A REVISED 5-20-57 FOR THE EXAMINATION
<br />AND CLASSIFICATION OF A PROJECT.
<br />
<br />(a.) Prospective applicants for the examination and classification of a project by the
<br />Projects Committee are advised to study carefully the information and instructions given
<br />herein before filling out Form 101A Revised 5-20-57 "Application for Examination and Classi-
<br />fication of Project." Copies of this form may be obtained from the office of the Executive Vice
<br />President, Mr. Wm. H. Webb, 1028 Connecticut Avenue, Washington 6, D. C. Failure to follow
<br />instructions carefully may result in delay. All applications must be filed in the office of the
<br />Executive Vice President, on the prescribed form, and must conform with all rules and regu-
<br />lations herein set forth. Particular attention is called to the Projects Committee Rule 6c.
<br />(b.) Every sheet of the application form 101A Revised 5-20-57, all exhibits, both required
<br />and optional, and all drawings, tables, plans, etc. must be as far as possible on sheets 8% x 11
<br />inches, with a clear margin at the left of 11/2 inches. In the case of drawings, maps or tables
<br />which necessarily cover more space, they must be proportioned so that they will fold to 8% x
<br />11 inches, including a ll/2-inch binding strip at the left. All material should be typewritten.
<br />(c.) Many projects are not sufficiently advanced to have had developed all the data in-
<br />dicated on Form 101A Revised 5-20-57, but when any such data is not available this should
<br />be so stated. Do not leave any blanks unfilled.
<br />(d.) Upon receipt of a duly completed application in the office of the Executive Vice
<br />President, one copy, with exhibits, will be referred to the member. of the Projects Committee
<br />representing the Army Engineers' Division in which the project is located, and whose duty
<br />it is to make a preliminary report thereon to the Chairman of the Committee before final action
<br />by the Committee is taken.
<br />(e.) The numbers of the following headings refer to the corresponding numbers and head-
<br />ings appearing on the Application Form 101A Revised 5-20-57:
<br />1. NAME OF PROJECT. Give briefly the name, such as "Boston Harbor," "Silver River
<br />Dam," etc. Applications must be limited to one project. See Committee Rule 6a.
<br />2. LOCATION. State briefly, thus: a. Florida; b. 4th Congressional District; c. South
<br />Atlantic Division, Jacksonville District.
<br />S. GENERAL NATURE AND PURPOSE. A brief description of the project; whether
<br />channel improvement, dam, canal, or other, together with what it is expected to accomplish.
<br />State whether it is a part of a larger plan.
<br />4. LEGISLATIVE STATUS. If the project requires authority from a State legislature,
<br />state whether this has been obtained. Cite name and section of the Act. If Congress has
<br />authorized a survey, or if any committee of the House or Senate has taken any action in the
<br />matter, either favorable or otherwise, make a brief statement to this effect, citing the Act, or
<br />Number of Committee Report, or Resolution. Give information as to any other legislation
<br />specifically enacted or necessary to be enacted for this project.
<br />5. PHYSICAL STATUS. A brief statement as to whether or not the project has been
<br />surveyed, whether any construction work has been done, or any other information tending to
<br />show its physical status.
