<br />('I": <br />- <br />- <br /> <br />2. The purpose of assigning such ratinEs is to develop our strategic reserve of inland <br />water transport and to aid local, State and Federal Governments to assess the value of the <br />contribution by a project to such reserve so that it may have weight in the over all evaluation <br />of the project. A further purpose is to promote a more general recognition of the necessity <br />for developing adequate inland transport as a vital element in our defense planning. <br />3. A high Strategic Value Rating is not necessary to the complete economic justification <br />of a project, but such a rating may serve to justify a project not otherwise justifiable. <br />4. In general, the Committee will include in its definition of "strategic value" any existing <br />or potential use, service or feature of a navigation project which may be reasonably expected <br />to importantly and specifically contribute to the defense potential of the United States, either <br />military or civilian, with respect to its over all rail, highway, waterway and air transport <br />network. <br />5. The Strategic Value Rating "X", signifying that the Committee has made no deter- <br />mination of its strategic value, will be assigned to each project heretofore or hereafter listed <br />in one of the five divisions of the economic classification, unless and until the Committee has <br />assigned to the project a specific Strategic Value Rating pursuant to a separate application <br />made by the proponents for such a rating. In such case, the listing of the project in the eco- <br />nomic division to which it has been assigned will carry its Strategic Value Rating-as, for <br />example, SVR-C. <br />6. No fixed form for applications for the strategic value rating of a project are prescribed. <br />They should be by letter to the Executive Vice President, and should comprise data and argu- <br />ment. Such applications are subject to the applicable provisions of Projects Committee Rule <br />6c. Ordinarily the Committee will require appearance of one or more of the sponsor applicants <br />in support of the application. <br />7. All applications for a Strategic Value Rating must be accompanied by, or must have <br />been preceded by, a separate application for the usual economic classification. <br /> <br />SECTION D <br /> <br />DEFINITION OF THE ECONOMIC CLASSIFICATIONS <br /> <br />(a) DIVISION I-ENDORSED :-This means that it is the judgment of the Committee <br />that the project is sound, needful and sufficiently advanced in status; and that its construc- <br />tion is justified by the public interest it will Serve. All projects heretofore or hereafter placed <br />in this division will be listed as "Division I-Active," provided, that any project so listed. and <br />toward the examination, surveying, planning, or construction of which no Federal funds have <br />been appropriated or expended during a continuous period of five years after the date of such <br />listing, will be transferred from the "Division I-Active" list to a "Division I-Deferred" list, <br />and the sponsors of record notified of such action; and, provided further, that a project placed <br />in "Division I-Deferred" may be reinstated in "Division I-Active" by action of the Projects <br />Committee following the filing of a new application in the form and manner prescribed for <br />original applications. <br />(b) DIVISION II-MERITORIOUS:-This means that the Committee believes that al- <br />though the proj ect is not sufficiently advanced in status to warrant its present endorsement, it <br />is meritorious, and that the Committee is willing to consider, in due course, its advancement <br />to Division I upon presentation by its sponsors of additional evidence justifying such action. <br />(c) DIVISION Ill-EXPEDITIOUS REPORT ON AUTHORIZED SURVEY RE- <br />QUESTED:-This means that the Committee believes that the National Rivers and Harbors <br />Congress should request the engineering authority to expedite any report on any authorized <br />investigation or survey of the. project to the end that appropriate further action may be had <br />thereon in regard to its classification. <br />(d) DIVISION IV-RECOMMENDED FOR SURVEY:-This means that the Committee <br />believes that sufficient showing on behalf of the project has been made to warrant further <br />examination in the form of an adequate survey by an appropriate agency of the Federal <br />Government. <br />(e) DIVISION V-NOT CLASSIFIED:-This means that the Committee believes that <br />sufficient showing has not been made on behalf of the project to warrant more favorable action, <br />and includes all applications not otherwise classified. <br /> <br />(f) NOTE:-Attention is called to the fact that, except as otherwise provided in the rules <br />of the Projects Committee, a project once classified as ENDORSED will continue to retain that <br />status without further action by the proponents. Applications for l\dvancing the classification <br />of projects assigned to a lower classification will be governed by the same rules as those gov- <br />erning original applications but must comprise substantial new evidence of the justification of <br />the advancement sought. . <br /> <br />'7~f7 <br />
