The deliveries are made pursuant to Uinute No. 2~.0
of the International Boundary and \Tater Commission, \1hich provides for
emergency deliveries for a term not to exceed five years and Nhich \'Till
be accounted as a portion of llexico' s Colorado River water allotted by
the \'later Treaty of 1944. IIinute No. 240 provides that ilexico may
request deliveries of a maximum of 20,600 acre-.feet a year.

Coordinated Operation of
Colorado River Reservoirs

The Bureau of Reclamation released its eighth annual report on the
operation of Colorado River reservoirs pursuant to Section 602(b) of
P.L. 90-537. The report described the actual operation of the reservoirs
during water year 1978 and the projected operation for water year 1979.
This report repeats the findin{?;s of the seven previous annual reports
that "the accumulation of '602{a) storage' is not the criterion governing
the release of \-later during the current year". Based on that finding,
no determination I~as made of a numerical value for 602(a) storage, and
1979 water year releases from Lake Powell vlere estimated to be about
8,230,000 acre-feet (assuming average conditions). Under this "minimum"
release of S,230,000 acre-feet, and assuming average runoff conditions,
active storage in Lake Powell Vlas projected to be about five million
acre-feet less than in Lake Head on September 30, 1979. However, since
the report's publication in January, basin precipitation has been greater
than average, and the operating plan was changed.

- 6-
