<br />Deliveries of Colorado River I'later to the City of Tijuana on an
<br />emergency basis commenced in 1972 through facilities of the lietropolitan
<br />Vater District, the San Diego County v!ater Authority, and member agencies
<br />of the Authority. The deliveries are made pursuant to Uinute No. 2~.0
<br />of the International Boundary and \Tater Commission, \1hich provides for
<br />emergency deliveries for a term not to exceed five years and Nhich \'Till
<br />be accounted as a portion of llexico' s Colorado River water allotted by
<br />the \'later Treaty of 1944. IIinute No. 240 provides that ilexico may
<br />request deliveries of a maximum of 20,600 acre-.feet a year.

<br />Coordinated Operation of
<br />Colorado River Reservoirs
<br />
<br />The Bureau of Reclamation released its eighth annual report on the
<br />operation of Colorado River reservoirs pursuant to Section 602(b) of
<br />P.L. 90-537. The report described the actual operation of the reservoirs
<br />during water year 1978 and the projected operation for water year 1979.
<br />This report repeats the findin{?;s of the seven previous annual reports
<br />that "the accumulation of '602{a) storage' is not the criterion governing
<br />the release of \-later during the current year". Based on that finding,
<br />no determination I~as made of a numerical value for 602(a) storage, and
<br />1979 water year releases from Lake Powell vlere estimated to be about
<br />8,230,000 acre-feet (assuming average conditions). Under this "minimum"
<br />release of S,230,000 acre-feet, and assuming average runoff conditions,
<br />active storage in Lake Powell Vlas projected to be about five million
<br />acre-feet less than in Lake Head on September 30, 1979. However, since
<br />the report's publication in January, basin precipitation has been greater
<br />than average, and the operating plan was changed.
