BLM should concen- <br />trate its efforts in fiscal year 1983 on: (1) implementing <br /> <br />detailed planning necessary to construct salinity control works <br />at identified saline springs, (2) continuing to monitor the <br /> <br />quality of water emanating from public rangelands -- this program <br /> <br />was initiated in 1976, (3) continuing the investigation of sal- <br /> <br />inity control from point sources on public lands initiated in <br />fiscal year 1979, and (4) begin evaluating the potential for im- <br />proving range/watershed conditions for salinity control purposes. <br /> <br />. <br /> <br />Department of Agriculture <br />(USDA) <br /> <br />The Council is encouraged by the active role taken by the <br /> <br />USDA in salinity control activities. Onfarm programs are moving <br /> <br />forward in Grand Valley and Uinta Basin. USDA has been aggres- <br /> <br />sive in implementing the program since Congress, at the urging <br /> <br />of the States, first earmarked funds for the onfarm program in <br /> <br />1979. <br /> <br />The program is being carried out under the USDA's ongoing <br />programs; the Agricultural Stabilization and Conservation Ser- <br />vice's (ASCS) Agricultural Conservation Program (ACP), the Soil <br />Conservation Service's (SCS) Conservation Technical Assistance <br />(CTA) Program, and Agricultural Research Service (ARS) Agricul- <br /> <br />. <br /> <br />!~ <br />
