These <br /> <br />limitations also may preclude the selection of the most effective <br /> <br />irrigation system, The Council recommends the USDA move to <br /> <br />relax these dollar limitations to facilitate early implementa- <br /> <br />tion of these cost-effective salinity control measures. Without <br /> <br />a relaxation of these limitations, the Council estimates, based <br /> <br />. <br /> <br />on current implementation costs and current levels of funding, <br /> <br />that implementation of the recommended onfarm program could take <br /> <br />20 - 50 years to complete.
