<br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />N <br />~ <br />I-" <br />W <br /> <br />8 <br /> <br />Once authorized by the Congress, the USBR should be prepared <br />to expeditiously seek appropriations and implement the con- <br />struction of these units. <br /> <br />Saline Water Use and Disposal Concepts <br />The Council supports the proposed program for saline water <br />use and disposal and is pleased that emphasis bas been placed on <br />localized beneficial use of brackish and saline water by industrial <br />users. The proposed legislation, described earlier, also authorizes <br /> <br />a Saline Water Use and Disposal Cpportunities Unit which provides <br /> <br />for measures to demonstrate saline water use technology and to <br /> <br />use of brackish and saline water. The saline water use activities <br /> <br />. should be conducted in concert with this policy. In particular, <br /> <br /> <br />USBR should continue to work with the SGates and industrial water <br /> <br />users to identify opportunities for beneficially using saline <br />water and should conduct appropriate studies in anticipation of <br />passage of the proposed legislation. <br />Senate Bill 2202 includes provisions which would exempt <br />activities under the salinity control program from the Prin- <br /> <br />ciples, Standards and Procedures for Planning Water and Related <br />Land Resources. The Council urges the Bureau to support this <br />and the other provisions of the proposed legislation. <br />
