.

.

~.
a.
"'....
N

7

.

working with this group to expedite the formulation of a plan
which is acceptable to all concerned. If a consensus on a plan
is indicated in Fiscal Year 1982 the Bureau of Reclamation should

initiate and complete a Definite Plan Report in Fiscal Year 1983
so construction could be resumed in Fiscal Year 1984.

The Colorado River Water
Quality Improvement ~'ogram
The schedule for completion of the salinity control planning
reports remains essentially as was presented in 1979. The Council
remains concerned with the drawn-out schedule for the feasibility
studies. In 1974, Public Law 93-320 directed the expeditious
completion of planning studies. The Lower Gunnison Unit, Stage I
. planning study scheduled for completion in 1982, is the earliest
completion date. The latest is the Dirty Devil River Unit, which
is scheduled for 1987, some 13 years after the initial legislative
directive from Congress. The Council urges that the USBR continue

to utilize the services of consulting engineering firms to expedite

the planning studies.

The Basin state Senators have introduced legislation to amend

Public Law 93-320, which among other things, authorizes the construction

of four additional salinity units by the USBR: Stage I of the

Lower Gunnison Basin Unit, Colorado; the McElmo Creek Unit,

Colorado; Uinta Basin Unit, Utah; and the Palo Verde Irrigation
District pnit, California. The salinity control efforts in these
four units deal with measures to reduce seepage from irrigation

.

canals and laterals, thus reducing salt contributions to the river.
