If a consensus on a plan <br />is indicated in Fiscal Year 1982 the Bureau of Reclamation should <br /> <br />initiate and complete a Definite Plan Report in Fiscal Year 1983 <br />so construction could be resumed in Fiscal Year 1984. <br /> <br />The Colorado River Water <br />Quality Improvement ~'ogram <br />The schedule for completion of the salinity control planning <br />reports remains essentially as was presented in 1979. The Council <br />remains concerned with the drawn-out schedule for the feasibility <br />studies. In 1974, Public Law 93-320 directed the expeditious <br />completion of planning studies. The Lower Gunnison Unit, Stage I <br />. planning study scheduled for completion in 1982, is the earliest <br />completion date. The latest is the Dirty Devil River Unit, which <br />is scheduled for 1987, some 13 years after the initial legislative <br />directive from Congress. The Council urges that the USBR continue <br /> <br />to utilize the services of consulting engineering firms to expedite <br /> <br /> <br />the planning studies. <br /> <br /> <br />The Basin state Senators have introduced legislation to amend <br /> <br /> <br />Public Law 93-320, which among other things, authorizes the construction <br /> <br />of four additional salinity units by the USBR: Stage I of the <br /> <br />Lower Gunnison Basin Unit, Colorado; the McElmo Creek Unit, <br /> <br />Colorado; Uinta Basin Unit, Utah; and the Palo Verde Irrigation <br />District pnit, California. The salinity control efforts in these <br />four units deal with measures to reduce seepage from irrigation <br /> <br />. <br /> <br />canals and laterals, thus reducing salt contributions to the river. <br />
