<br />
<br />(a) River - a nowing body of water or estuary or a section,
<br />portion, or tributary thereof, including rivers, streams,
<br />creeks, runs, kills, rills and small lakes.

<br />(b) Free-no,wing - precludes future impoundment, diversion,
<br />straightening, rip rapping, or other modification.
<br />
<br />(c) Scenic easement - right to control use of land (including
<br />air space above such land) for purpose of protecting
<br />scenic view from river.

<br />Limit of $17 million for acquisition of lands and interests
<br />in lends for Section 3(a) rivers (Instant rivers).
