(b) Where river is within Wilderness System, ~sions
of this Act or Wilderness Act shall apply (whichever

(e) It river is administered by NPS, it becomes part of
national park system; if Fish and Wildlife Service
administered, national wildlife refuge system.

(d) . Secretary of Agriculture may utilize authority
relating to national forests to carry out pur-
.poses of Act.

(e) Secretary may enter into agreements with State or
political subdivisions for participation in
administration of component especially where State
.or county owned lands are included or adjacent.

Section 11. Assistance in Financing State and Local Projects

(a) Secretary of Interior shall encourage and assist
the States to consider needs and opportunities
ff1r establishing State' and Local river areas.

(b) The Secretaries of Agriculture and HEW will assist,
cooperate, and advise state, local agencies, and
private interests in establishing river areas.

Section 12. . Review of Administration and Management Policies

(a) Review administrative and management policies,
regulations, contracts and plans effecting 5(a)
rivers and adjacent lands and determine action
. needed to protect them during the period they
are being considered for inclusion in the system.

(b) No abrogation of existing rights, privileges, or
contracts affecting Federal lands without consent
of party.

(c) . Head of administering agency shall cooperate with
Secretary of Interior and with appropriate State
vater pollution control agency for purpose of eliminat-
ing or diminishing water pollution.
