<br />0014~i <br /> <br />Federal and State agencies representing human re- <br />source activities to appoint members. The response <br />was not encouraging. <br /> <br /> <br />The topic for discussion at this meeting was the <br />general field of Environmental Impact Statements <br />(EIS) -- and the procedures for preparing, pro- <br />cessing and reviewing these documents. After ex- <br />tensive discussion, a Subcommittee task force was <br />appointed to report back to the group on the format <br />of an indepth inquiry into this activity as re- <br />quired by the National Environmental Policy Act. <br /> <br />Albuquerque, New Mexico, March 7-8, 1973, (73-1) <br /> <br />As planned at the 72-4 meeting in San Diego, the <br />Subcommittee concentrated on the work of the task <br />force assignment -- Environmental Impact State- <br />ments (EIS). <br /> <br />In concept the task force will produce a letter of <br />inquiry to State and Federal agencies, requesting <br />their input on the EIS function -- directed both to <br />the agency procedures for the processing of EIS's <br />originating within the agency as well as those sub- <br />mitted by other agencies for review. The inqury <br />will explore three procedural aspects: <br /> <br />1. What criteria are used to determine if <br />an agency produces and EIS on a speciific <br />project? What triggers the agency to <br />action and the decision to produce an EIS? <br /> <br />2. Once a decision is made to produce an EIS, <br />how is it prepared, how does it proceed <br />(a flow diagram) through the agency for <br />each step (either originating or review- <br />ing process)? <br /> <br />3. Does the agency have responsibility at the <br />Regional level (Federal) for the final sign- <br />off on the EIS (either originating or review)? <br />If not, does the EIS have to go to the national <br />headquarters of the agency for approval -- <br />and what additional time is needed for this <br />processing? For State agencies, is it nec- <br />essary to submit the EIS to higher echelons <br />for approval? <br /> <br />In concert with the theme of the Parent Committee for <br />the 73-2 meeting at South San Francisco, California, the <br />Subcommittee will invite an expert in the energy field <br />(environmental control aspects) to meet with them. <br /> <br />25 <br />
