The Subcommittee sponsored the program session of the
Parent Committee meeting, using the theme, "What Effect
Have Environmental Initiatives had on Agency Programs,
and What Effect do Agency Programs Have on the Envir-
onment?" Brigadier General James L. Kelly, Deputy Di-
rector of Civil Works, Office of the Chief Engineer,
Department of the Army, and Michael McCloskey, Execu-
tive Director, Sierra Club, were guest panelists.

South San Francisco, CalifQrnia, June 20-21, 1973 (73-2)

The chairman announced the Department of the Interior
and the Corps of Engineers had been selected as agen-
cies for the pilot gathering of information on pro-
cedures for implementing Environmental Impact State-
ments. When the information has been received, an':
assessment will be made as to the procedures to be used
in approaching other Federal and State agencies.

Mr. Wally Allen, Pacific Gas & Electric Company, San
Francisco, California, member of the Environmental
Committee, Western Systems Coordinating Council, was
the guest speaker for this meeting of the Committee.
Mr. Allen discussed the forecast of fuel and energy
shortages -- and what possible environmental implica-
tions there may be as the nation and the energy in-
dustries cope with this problem. The Western Systems
Coordinating Council is a voluntary regional (11 west-
ern states) organization of electrical utilities,
created primarily for insuring continued electrical
reliability for their service area.

The interest in what Mr. Allen had to say was indica-
ted by an attendance of 23 PSIAC members -- the largest
attendance at any subcommittee meeting in recent history.

. rro~0

Irving erzich
Chairma:

26
