The con- <br />struction of the additional wells is presently underway. <br /> <br />A second phase recommendation contained in the study <br />of the Bureau of Reclamation contemplates construction <br />of an additional outlet drainage conveyance channel <br />through the Wellton-Mohawk project so as to increase <br />evacuation channel capacity. According to the study, such <br />increased capacity would permit unbalanced pumping of <br />wells allowing increased pumping during months of higher <br />water demand by Mexico and less pumping during winter <br />months. The study suggests that in combination with the <br />additional wells recommended increased evacuation channel <br />capacity would reduce peak salt concentrations in water <br />delivered to Mexico to about 1,800 ppm. <br /> <br />In a note of May 17, 1963, the Mexican Ambassador in- <br />formed the Secretary of State that the Government of <br />Mexico considered the conclusions and recommendations <br />contained in the Bureau of Reclamation study to be un- <br />acceptable for the reasons that the study was directed <br />primarily to alleviation of the Wellton-Mohawk drainage <br />problem rather than to an alleviation of the international <br />problem, and secondly because the Reclamation study con- <br />templated permanent delivery of waters having a salinity <br />level of 1,800 to 2,000 ppm. It was further noted that the <br />Bureau of Reclamation had been directed not to consider <br />a solution to the problem based upon the recommendation <br />of the United States panel of experts, viz., a channel by- <br />passing Morelos Dam to convey water of high salinity. <br /> <br />B. Wellton-Mohawk Division. Gila Project <br /> <br />The Gila Project is a federal reclamation project located <br />in the southwest part of Yuma County, Arizona. 'I'he <br />project is divided into two divisions, the Yuma-M,esa <br />division and the Wellton-Mohawk division.
