<br />6 <br /> <br />o <br />'W <br />N <br />~ <br /> <br />solution requmng that water delivered to Mexico <br />from the United States bypass the Morelos Dam; <br />require that all water delivered to Mexico from the <br />Colorado River be charged against Mexico's allot- <br />ment as set forth in Article 10 of the treaty; and that <br />they include possible remedial measures in all irrigated <br />areas from which return water flows into the Colorado <br />l~iver below Hoover Dam.' <br /> <br />. <br /> <br />In February 1963 the Bureau of Reclamation completed <br />its study setting forth certain recommendations to be <br />undertaken on the lower Colorado River. The "most <br />feasible" method of reducing peak salt concentration in <br />water delivered to Mexico from the Wellton-Mohawk <br />division was said to consist in selective deep-well drainage <br />pumping in the project. In addition to the 67 drainage <br />wells then in operation, the construction of 25 new drainage <br />wells was recommended. With a total of over 90 wells <br />producing water of varying quality, greater selectivity <br />would exist so that wells could be pumped in a manner to <br />vary the quality of drainage water according to the <br />quantity of water available in the Colorado River for <br />dilution at any particular time. Thus only wells producing <br />better quality water would be pumped during winter <br />months when there is low flow in the Colorado River.. <br />The Reclamation study suggests that selective pumping <br />alone would reduce the maximum salt concentration of <br />Colorado River water delivered to Mexico during the <br /> <br />. <br /> <br />7 S. The Report also stated: <br /> <br />Recommendation by the conunittee of these funds docs n<>t by any means <br />constituto an admission or belief that the United .States is responsible in any <br />degree for the quality of water delivered to Mexico under the treaty.
