Water pumped from drainage wells which dis- <br />played lesser salinity would be delivered to the Gila River <br />and thence to Morelos Dam, thus being credited as treaty <br />water." <br /> <br />A final report fully satisfactory to both sides was never <br />agreed upon and with the situation in such a posture the <br />Presidents of the two countries issued a joint declaration <br />in Mexico City on June 30, 1962, stating: <br /> <br />With reference to the problem of the salinity of the <br />waters of the ColoraQo River, the two Presidents <br />examined the studies which have been carried out by <br />the technical experts of both countries. The Presidents <br />took note that the water which the Uuitcd States <br />proposes to let run duriug the winter of 1962-63, for <br />the rcgulation of the river, and those other measures <br />which may be immediately fcasible, shall have the <br />beneficial effect of reducing the salinity of the waters <br />until October, 1963. They expressed their resolution <br />that, based on the scientific studies, a permanent and <br />effective solution should be reached in the shortest <br />possible time to avoid a recurrence of this problem <br />after October 1963. <br /> <br />Thereafter a study concerning alleviation of the salinity <br />problem of the lower Colorado River was undertaken by <br />the United States Bureau of Reclamation. '1'he study was <br />conducted within the framcwork set forth by the Senate <br />and House Appropriations Committees in authorizing <br />funds for the study. The following guidelines are found <br />in the Senate Appropriations Committec Report: <br /> <br />The committee directs that the studies which are <br />to be made with this money shall not encompass a <br /> <br />. <br /> <br />. <br /> <br />6 Tho United Sta.tes panel recommended that credit should be given for an <br />amount 'Of water which would equal deep percolation from irI'igntion operations <br />in the Wellton-Mohawk project plus additions to the aquifer resulting from <br />underground somMS and flows in the nearby Gila River. The United States <br />panel further recommended that all wator pumped by the drainago wells <br />should be credited to the United States when tho quality of the wawr produced <br />from the aquifer reasonably approaches the quality of the water from deep <br />percolation from irrigation operations in the Wonton"Mohawk project.
