<br />l <br />~ <br />, <br /> <br />. ,.-.. ,t 1 <br />.. oJ 'a J <br /> <br />CIIAPT[R 6 <br /> <br />LEGAL <br /> <br />THE ]egal department advises and works with the Board of <br />Directors and the other departments of the District, super- <br />vising the legal features of contracts, purchases, annexations, <br />tax levies, the acquisition of land and right of way, and other <br />legislative, operational, and administrative functions. A large part <br />of the time and effort of the lega'l staff thus is reflected in the <br />work of other departments. <br /> <br />Pe't"SO'lt11_el <br /> <br />There was no change in the personnel of the legal department <br />during the fiscal year. The staff consists of the general counsel, <br />assistant general counsel, and two deputy general counsels. The <br />secretarial staff includes four women. one of whom acts as the <br />District representativc in its rclations with its industrial accident <br />insurance carrier and supervises all cases still held over from the <br />time during which the District carried its 0\\'0 risk in workmen's <br />compensation cases. Outside the office, the District regularly retains <br />a part-time legal representative for legislative work with the Cali- <br />fornia State Legislature. Riverside counsel is regularly employed <br />for work, particularly litigation, in that county. Special counsel in <br />pending litigation is retained and used as required on a per <br />diem basis. <br /> <br />, <br />I <br /> <br />Annexations of urea.'; aR ,'W}Ul1'lIte units <br /> <br />Each such annexation to The Metropolitan Water District of <br />Southern California can occur only with the consent of, and upon <br />the terms and conditions fixed by, the Board of Directors of this <br />District. <br /> <br />WEST BASIN MUNICIPAL WATER DISTRICT-The proceedings initi- <br />ated during the preceding fiscal year for the annexation of the <br />corporate area of West Basin Municipal Water District as a sep- <br />arate unit of the Metropolitan Water District were completed dur- <br />ing the fiscal year covered by this report.
