A large part of the time and effort of the lega'l staff thus is reflected in the work of other departments. Pe't"SO'lt11_el There was no change in the personnel of the legal department during the fiscal year. The staff consists of the general counsel, assistant general counsel, and two deputy general counsels. The secretarial staff includes four women. one of whom acts as the District representativc in its rclations with its industrial accident insurance carrier and supervises all cases still held over from the time during which the District carried its 0\\'0 risk in workmen's compensation cases. Outside the office, the District regularly retains a part-time legal representative for legislative work with the Cali- fornia State Legislature. Riverside counsel is regularly employed for work, particularly litigation, in that county.
