The contract could not be completed and executed until <br />Chapter 850 of thc California Statutes of 1949 became effective on <br />July 8, 1949, thercby amending the Orange County Water District <br />Act to exclude from that District all lands lying within the Metro- <br />politan Water District. <br />Additional service connections for delivering water to certain <br />municipalities included within the Metropolitan Water District as <br />separate units, were requested by the respective municipalities. In <br />conformity with its general policy, the Board of Directors author- <br />ized each connection to be made at the expense of the particular <br />municipality. To avoid possible legal complications respecting <br />charter or other statutory limitations upon the powers of the appli- <br />cant municipality to enter into contracts for the performance of <br />work or the purchase of materials and equipment, the consent of <br />the Board of Directors was expressed by resolution fixing the terms <br />and conditions upon which the requested service connection would <br />be authorized. The municipality then accepted these terms and <br />conditions by proper action of its governing body and, where ]ocal <br />provisions so required, formal contracts were prepared and executed. <br />In other instances the contractual arrangement was expressed by <br />exchange of the resolutions of the District Board of Directors and <br />of the governing body of the contracting municipality. <br /> <br />CO?n-pen-sa.t1'on claims <br /> <br />The District continued its compensation insurance with the State <br />Compensation Insurance Fund of California. During the fiscal year <br />eighty-two compensation claims were reported to the State Fund. <br />The legal department acts as liaison between the District's activi- <br />ties and the State Fund, and members of the ]egal staff represented <br />the District when necessary in hearings before the State Industrial <br />Accident Commission. <br />
