<br />Narrows Dam, to be located about 7 miles upstream from Fort Morgan, <br />would be an earth embankment structure. The dam will have a maximum <br />structural height of 147 feet, a length of 22,400 feet. and a crest <br />width of 30 feet. The total controlled capacity of the reservoir <br />would be 973,000 acre-feet. The storage space is apportioned as <br />follows: 50,000 acre-feet inactive, 373,000 acre-feet conservation, <br />75,000 'acre-feet joint use, and 475,000 acre-feet flood control. <br /> <br />When authorized by Congress in 1970, the project service area included <br />166,000 acres of land, but the plan recognized the possibility of <br />additional service upstream by exchange. Current plans call for supply- <br />ing a supplemental average annual water supply to a project area <br />containing 287,000 acres. <br /> <br />Operation of Narrows Reservoir for flood control purposes would <br />provide flood protection for downstream communities and farms <br />adjacent to the South Platte River. <br /> <br />-, <br /> <br />Land acquisition required for construction and operation of the Narrows <br />Unit would be 44,900 acres. The reservoir would inundate 14,963 acres <br />at the top of the joint use storage. Of the remaining 29,937 acres, <br />9,000 acres would be available for agricultural lease. No distribution <br />facilities are included in the project plan as water will be delivered <br />through the existing facilities. <br /> <br />The National Park Service has developed plans for recreation facilities <br />at Narrows Reservoir and Jackson Lake. The tentative plan would provide <br />three public-use areas. The high use area would be on ,Jackson Lake. <br /> <br />The Fi'sh and Wildl ife Service has developed plans and recommendations <br />for a wil dl ife management area and fi sheri es enhancement. <br /> <br />Three communities, Brush, Fort Morgan, and Sterling, in the project <br />area have expressed interests in obtaining supplemental water supplies <br />for municipal and industrial use from the Narrows Unit. <br /> <br />REVIEW ISSUES <br /> <br />The issues identified by the review team and specified by <br />the Secretary of the Interior for further study are: <br /> <br />1. The potential safety and seepage problems related to Narrows Dam. <br />2. ,Flood control benefits considering upstream facilities and flooding <br />caused by Bijou Creek. <br /> <br />6 <br />
