<br />1641 <br /> <br />CHAPTER I--INTRODUCTION <br /> <br />PURPOSE <br /> <br />i~ <br /> <br />The Narrows Unit was included in the President's review of water <br />resource development projects for his 1978 budget. The Department <br />of the Interior's review team recommended that funds for continued <br />construction of the Narrows Unit be deleted from the fiscal year 1978 <br />budget pending further investigation of the five unresolved issues. <br /> <br />The Bureau of Reclamation was directed to carry out investigations of the <br />.' ,~nresolved issues, some of which were already being studied at the time <br />of the Pres i dent I s rev i ew. <br /> <br />The purpose of this report is to present the results of these additional <br />studies. The intent of these studies is to develop additional information <br />that would assist in making a determination on whether or not to recommend <br />continuing funding for construction of the project. If funds are allocated <br />for construction, more detailed design studies, management plans, and <br />operating principles will be developed, <br /> <br />PROJECT DESCRIPTION <br /> <br />The Narrows Unit of the Pick-Sloan Missouri Basin Program was authorized <br />by Public Law 91-389 in 1970, as a multiple-purpose water resource <br />development project. Federal funds totaling $6,557,452 have been <br />expended to date in preauthorization investigations, preconstruction <br />activities, and land acquisition. <br /> <br />" <br /> <br />The Narrows Unit would be located in northeastern Colorado along <br />the South Platte River as shown on the map included as the frontispiece. <br />Authorized project purposes include supplemental irrigation, flood <br />control, recreation, fish and wildlife enhancement, highway improvement, <br />and potential municipal and industrial water supplies. Features to be <br />constructed for these purposes are Narrows Dam and Reservoir, a fish <br />hatchery and rearing unit, and several public-use recreation areas. <br />Jackson Lake Dam and Reservoir would be acquired and converted from <br />irrigation use to recreation and fish and wildlife uses. In addition, <br />a 5-1/2-mile-long cold-water fishery would be established immediately <br />downstream from Narrows Dam. <br /> <br />5 <br />
