According to <br /> <br />the service connection policies attached in the appendix, power <br /> <br />consumption should be determined over a 10 year period for the La <br /> <br />Plata Association and for a 5 year period for the Empire <br /> <br />Association. <br /> <br />o The proposed user and the electric association jointly identify <br /> <br />possible service routes to the proposed power load. <br /> <br />o The utility will design and estimate line extension costs for the <br /> <br />proposed facilities. The user will be responsible for costs of <br /> <br />right-of-way. <br /> <br />o The proposed user will negotiate a contract with the electric <br /> <br />association for payment of the line extension. The contract <br /> <br />will be based on the association's payment policy based on the <br /> <br />estimated power consumption and the cost for providing the <br /> <br />power. . <br /> <br />The intention of the electric service contract is for the association <br /> <br />to recover all costs for the line extension. The electric <br /> <br />association's service connection and line extension policies <br /> <br />identify the payment procedures for recovering these costs based on <br /> <br /> <br />the permanency and expected use of the facilities.
