(Colorado-Ute) is <br />the second largest electric utility in Colorado.!! A generation <br /> <br />( <br /> <br />and transmission cooperative, it is owned by 14 member rural <br />electric distribution cooperatives.~/ Colorado-Ute's service area <br /> <br />stretches across Colorado, from Wyoming and Utah to the Oklahoma <br /> <br />border. <br /> <br />The Juniper-Cross Mountain Project (Juniper-Cross <br /> <br />Mountain or the Project) consists of two proposed dams on the Yampa <br /> <br />River in northwest Colorado, with generation facilities to produce <br />electric energy (350 gigawatt hours (Gwh) per year)lI and capacity <br />(148 Mw installed,i/ though only 114 Mw of firm capacity).~ <br /> <br />Colorado-Ute and the Colorado River Water Conservation District <br /> <br />(CRWCD) applied on January 31, 1980 to the Federal Energy <br /> <br />Regulatory Commission (FERC) for major license number 2757 for <br />Juniper-Cross Mountain.&! CRWCD intends to sell the entire elec- <br />trical output from the Project to colorado-ute.21 <br /> <br />This analysis addresses Colorado-Ute's need for the electrical <br /> <br />output from Juniper-Cross Mountain and alternatives to the Project. <br /> <br />II. Timespan of Analysis. <br />Colorado-Ute is a utility with a growing demand for electricity. <br /> <br />Thus, by looking far enough into the future, a "need" can be <br /> <br />claimed for virtually any level of new construction. Realistically, <br /> <br />however, plants should not be licensed or built in the 1980s to <br /> <br />meet forecasted demand in, for example, 2020. There are several <br /> <br />reasons for this. <br /> <br />. <br />
