<br />C'J <br />C:l <br />U <br />- <br /> <br />,- <br />-, <br /> <br />( <br /> <br />t <br /> <br />THE JUNIPER-CROSS MOUNTAIN PROJECT: <br />A PRELIMINARY TECHNICAL REVIEW OF NEEDS AND ALTERNATIVES <br /> <br />by <br /> <br />David Marcus <br />1217-1/2 Coal Avenue, S.E. <br />Albuquerque, NM 87106 <br /> <br />April 1982 <br /> <br />Executive Summary <br /> <br />The Colorado-Ute Electric Association, Inc. and the Colorado River <br />Water Conservation District have applied to the Federal Energy <br />Regulatory Commission for a license to construct and operate the <br />Juniper-Cross Mountain hydro-electric project on the Yampa River <br />in northwestern Colorado. The proposed project consists of two <br />dams with generation facilities to produce 148 Mw of capacity and <br />350 Gwh of energy per year. According to the application <br />(Application for License, Project No. 2757), Colorado-Ute would <br />receive the entire electric output of the project. <br /> <br />This report examines Colorado Ute's need to participate in <br />the project and concludes that alternatives which are environ- <br />mentally and economically preferable are available to displace the <br />Juniper-Cross Mountain Project. Indeed, the available data <br />strongly suggest that Colorado-Ute's plannedcoal-ftred generation <br />(Southwest Project) should be delayed or canceled because of the <br />availability of these better alternatives. Alternative energy <br />resources considered include conservation, cogeneration, diversity <br />exchanges, combustion turbines, installation of generation facili- <br />ties at existing dam-sites, and small hydro. <br />
