o Preliminary goals, objectives, and perspectives of SECRA and
significant stakeholders.

o Potential stakeholders to be contacted and involved in Phase II.

o Analysis of significant resources, opportunities and constraints
to project realization.

o General concept for each of the project components.

o Alternative concepts for physical operation (e.g. decreasing dead
storage) of Neegronda Reservoir.

The Phase II Management Plan will propose specific tasks, completion schedule,
and costs for accomplishing Phase II. The document will be submitted to the
project sponsor for review and approval prior to initiating Phase II.

Phase 1 Cost and Schedule

Phase I will be completed no later than January 21, 1986, although every
effort will be made to complete it within two months of the contract signing.
Phase I will be accomplished for a cost of $14,145. The CCDD and University
of Colorado will contribute $9,465, $2,000 of which will be Colorado
Department of 'Local Affairs funding for fixed expenses. The Southeast
Colorado Recreation Association will contribute $4,680.

PHASE II-~RECONAISANCE STUDY

Phase II will refine each component of the project. In depth attention will
be devoted to:

o Goals, objectives, and perspectives regarding Neegronda
Reservoir of all potential stakeholders.

o Engineering hydrology of the Neegronda Reservoir system.

Original research will be conducted on these two components. The other project
components, described briefly below, will be addressed based on:

o Interviews with knowledgeable resource personnel from the
Southeast Colorado community, University, and state and federal
governments.

o Documents, plans, and data which are readily available.
