Tasks

In general terms. each component will accomplish the following tasks:

o Identify and obtain the commitment of faculty members with in-
depth expertise in the component's substantive area to serve as
consultants.

o Develop a detailed management plan for' accomplishing the
component. '

o Identify and interview individuals and organizations. public and
private. with a stake in the component.

o Obtain and review readily available documents. plans. and
data concerning the component.

o Analyze opportunities. resources. constraints. and additional
problems to be solved with regard to ultimate success of the
Neegronda Project for the component under consideration. '_p_

o Condu,ct periodic meetings with concerned stakeholders to
discuss and resolve concerns.

o Write and produce Draft . Component ,Plan' a,nd, proposal for ..
, . addressing the component~in Phase III. In-depth: Feasibl1ity Study,
and Detailed Design.- " ',.",t

o Present results to SECRA and other stakeholders.

o Review and integrate comments of the project sponsor and other
stakeholders.

o Produce Final Component Plan and proposal for addressing the
component in Phase III.

Components

The various component plans provide the vehicle for achieving the multiple
goals and objectives of stakeholders and establish the context within which
reservoir site design and management must occur. Each is discussed briefly
below.

Stakeholder Goals. Objectives. and Perspectives

The range of public and private individuals and organizations at the local.
regional. state. and federal levels with a potential interest in the project
will be contacted in writing and in person. Their views will be solicited and
evaluated to identify potential resources. opportunities. and constraints to
