<br />In February 1973 Federal Judge Willis <br />Ritter in Salt Lake City ruled that the <br />level of Lake Powell must be kepi below <br />the boundary of Rainbow Bridge Na- <br />tional Monument. As a result. heavy <br />releases 01 water were made to keep <br />the take level down. which resulted in <br />unanticipated power revenue. On ap- <br />peal to the Tenth CirCUlt Court of Ap~ <br />peals a Stay of Execution on the ruling <br />was granted In May. Subsequently. <br />water was stored in compliance with <br />legal requirements. Substantial energy <br />was imported into the CRSP marketing <br />area by purChase and Interchange. As <br />01 June 30. It appeared thai the hIgh <br />runoff would bnng Lake Powell to an <br />all tIme high. <br /> <br />Revenues forwarded to the Treasury for <br />the year were $26,353.107. Of this <br />amount, interest payments amounteq <br />to $12,543,107. and the balance of <br />$13.810.000 was applied as payment <br />on Jnvestment. <br /> <br />On October to. t972, an oil pipeline <br />near the Four Corners ruptured. spilling <br />about 250,000 gallons of crude oil into <br />the San Juan River, which flows into <br />lake powell. Bureau of Reclamation <br />crews quickly towed a log boom up the <br />lake and stretched II across the canyon <br />to catch the oil, National Park Service <br />men brought in earthmoving equip~ <br />ment. Prevented from goJng further <br />down the lake by the log boom. the oil <br /> <br />4 <br /> <br />was finally removed and buried by <br />crews from the Texas-New Mexico Pipe- <br />line Company. assisted by the U.S, <br />Coast Guard. The Environmental Pro~ <br />tection Agency directed final Cleanup <br />operations. <br /> <br />On June 30 a fish eradication program <br />was conducted in the poollorming be- <br />hind Soldier Creek Dam on the Bon. <br />neville Unit. Rotenone and explosives <br />were used to rid the small lake and in. <br />flowing streams of trash fish so that <br />contamination by undesirable species <br />will not result when Ihe new lake joins <br />the old in an enlarged Strawberry Res- <br />ervoir.
