('")

"",...
~
~~
....

estimated cost of $13,300,000. This 1947 proposal, plus 192 miles 0/ line
alreadyeonstrueied by the Bureau, totals 976 eircuit miles at.an estimated
eost of $ 14,500,000.

Most of these lines would be constructed by the Bureau in northern
Colorado and many of them would constitute a direct duplication of Company
transmission lines that have served this area for many years. Furthermore,
the Company has under constructi.on in the same area additional facilities and is
capable of taking .care of all electrical transmission in the future,

Referring again to the overlay map on Page 6, it will be noted that a
line is ,projected by the Bureau to the north limits of Denve r, As shown on the
basic rl1ap, Denver is already served by fiVe liO,OOO-volt transmission .eiri::Uits
from this same area, as well as another circuit from western Colorado, In
additioQ., the Company is now spending $18,800,000 on steam power plants for the
installation of 115,000 Kw of capaeity, whieh will be connected with the trans.,..
mission system. This additional plant eonst;I'UCtion is necessary to discharge
the Co$pany's responsibility to serve increasing power demands throl, tghout the
entire. area prior to ,eompletion of the Colorado.,.Big Thompson Project,

From the inception of the COlorado-Big Thompson Proje<<:t, and in the
interelilt of the development of this area, the Company has expressed its will-
ingness and desire to provide a. market for all the poWer that would be m.ade
availabie to it at prices not to exceed the cost to the Company of producing
equival~nt power; Senate Document 80 clearly indieated by langttage aild the
designated transmission lines that the assumed market of project power was to
beat the Vahnont Plant of the Public Service Company of Colorado, Sin-ee that
time, all the Company's plans .for future power generation and transmission
have be~n carried forward in sU.eh manner that an assured power market is
available to the project.

It would seem most ill-advised to allow the Bureau to build transmission
lines into this area which presently is., and will be in the future, adequately
served by the facilities of our Company and other local ,eompanles.

This U!1justified a.ud obvious waste of publi!i money should be of bn-
mediate conce:rn to all who are interested in the sueeess of'the Colorado-Big
Thompson Project and to those who are responsible for expenditUres of publiC
funds.

,
~
~
J
u
.
;;
.
~
.
.
0
.
.

----------00000----------

.

- 8 -

.
