<br />for the assessment and for keeping the MRBC members apprised of the progress <br />of the study. The MRBC members will designate the Group A and Group B <br />participants. Group A participants are planning professionals. Group B <br />participants consist of all Group A participants plus other participants <br />selected by MRBC members to represent' functional interests by geographic <br />and/or political areas. <br />Subactivity 2 -- Develop Initial Problem and Issue list 1430 <br />During this subactivity an initial problem and issue list will be <br />developed which reflects the occurrence of existing or anticipated future <br />problems (to the year 2000) as a result of the present conditions, the <br />central case projections or conditions that have been identified in com- <br />pleted or ongoing studies, or other valid source~of information. <br />The MRBC staff will locate, categorize and briefly describe the <br />problems and issues of which the staff is aware as follows (Refer to Appendix <br />A for a listing of defined terms): <br />a. Locate each problem within the Missouri River Basin on a <br />single map, display the geographic extent of each problem <br />on the map (scale 1 to 2.5 million) and key each problem <br />located on the map to Figures 3 and 4. Judgment should be <br />used not to identify too small or too large an area. <br />b. Characterize and describe the nature and relative severity <br />of each problem identified in "a" above using Figures 3 <br />and 4. For each cell of the matrix in Figure 3 which <br />characterizes the problem (the intersection, of "functional <br />uses" and "problem issues") the relative severity associated <br /> <br />with that problem will be designated in the corresponding <br /> <br /> <br />cell us i ng the foll owi ng notati on for severi ty - "H" for <br /> <br />High, "M" for Medium and "L" for Low. <br /> <br />-4- <br />
