<br />Section VII-Modification Procedures 1470 <br />The possible need for modification, amendment and/or revisions to <br />this MOA during implementation is recognized. The Missouri River Basin <br />Commission concurs with the WRC that maximum flexibility is desired in <br />conducting the 1975 Assessment. Therefore, because of tight time schedule <br />and the difficulty in being able to clearly describe \~hat is a "major <br />change," the Missouri River Basin Commission proposes the following minimal <br />requirements as guidelines for revisions: <br />A major change is defined to be one which the WRC project <br />officer and the Missouri River Basin Commission concur is of <br />substantial importance relative to the objectives, implementation <br />procedures, or products of this agreement. For such revision, <br />whether suggested by the WRC or by the Missouri River Basin <br />Commission, the proposed change as well as the response (both, <br />supported by appropriate documentation) are to be documented, <br />and the change will not be executed prior to mutual agreement. <br />Proposed minor changes may be executed following communi- <br />cation between the MRBC regional study director and the WRC <br />project officer (or his designee); such changes are to be <br />reported by the Missouri River Basin Commission in its subsequent <br />quarterly status/progress report. <br /> <br />Section VIII-Specific Problem Analysis Report Outline <br />The report outline as shown on Appendix B, will be followed in <br />preparing the specific problem analysis report. <br /> <br />-14- <br />
