Specifically, substantial efforts will be required from each <br />of the 10 basin states to provide extensive intrastate as well as interstate <br />coordination to: (1) establish the state and regional goals, objectives <br />and desires with regard to national and regional development, economic <br />growth, environmental quality and social well being of the state's population; <br />(2) determine the preferred alternative future for the state and display <br />its deviation from the central case, the modified central case, and the <br />regional preference future; (3) identify, analyze and describe problem <br />areas, problem issues and opportunities as they are affected by the state/regional <br />and nationwide assumptions and methodologies; (4) determine and display the <br />impacts and ramifications associated with choosing each of the alternative <br />futures; (5) establish state/regional priorities, conclusions and recommendations <br />for future water and related resources programs and activities; and (6) parti- <br />cipate in the joint regional endeavors of research and documentation <br />of the 10 states' diverse programs and capabilities as well as those of <br />private and nongovernmental entities to determine the regional consensus <br />of what the federal role should be for meeting the future needs and desires <br />of the states, the region and the nation. <br /> <br />Section VI-Progress Reporting <br />The MRBC will submit to the WRC a progress report at quarterly <br />intervals. The primary purpose of this report is to indicate progress and to <br />highlight problems encountered (or expected to occur) which may require <br />special attention. Also, at the completion of each activity, the MRBC will <br />submit to the WRC a technical memorandum containing a description of the <br />subactivities performed and the products (identified in Section III) which <br />have been developed. <br /> <br />-13- <br />
