The participants and their designated responsibilities for each

subactivity are listed in'Tab1e 1 (also refer to Figure 2).

1472

Section V--Work Schedules and Funding Plans
A. Schedule of Activities

Table 2 displays the schedule proposed for accomplishing all the

activities described in Section III of this memorandum of agreement.

B. Funding Plans
Table 3 summarizes the budgeted expenditures for each fiscal year
by object classification. The total estimated budget for the three fiscal
years is $196,000.

The Missouri River Basin Commission retains the authority to control

the expenditure of all monies made available from WRC.
MRBC staff will provide as much technical assistance to the states
as is practicable in order to obtain the state inputs for the regional

assessment. Extensive travel will be required to achieve this in the

vast Missouri region. Most of the burden of travel will be placed
upon MRBC staff rather than upon federa1- and state-agency participants

in order to maximize the actual study time available to regional assessment

participants and to make the best use of limited assessment funds.
An additional $86,000 will be requested by the Missouri River Basin
Commission to conduct the specific problem analysis activities in the
Missouri Region. The additional funding will be used by the Missouri
River Basin 'Commission to articulate the indispensable state/regional
viewpoint concerning water and related problems and issues and to display
and describe this viewpoint in a nationally consistent format. To obtain

viewpoint and also to have maximum value to users, the states must have
a major role in the assessment efforts. It should be noted that the
states must commit substantial manpower and funds to an assessment mandated
at the federal level, for which no state appropriations have been programmed,

-12-
