Witte, P.E. <br />Division Engineer <br /> <br />Yia Fax: 970-490-7471 <br />Original to follow by mail <br /> <br />Re: Release of Water Improperly Stored in Pueblo Reservoir <br /> <br />Dear John, <br /> <br />I have determined that 5422.62 a.f. of water was stored in Pueblo Reservoir as 'East-Slope <br />Project Water' inappropriately from 0000 hours April 27, 1998 through 0600 hours on May 3, <br />1998. See Attachment I. Therefore, this is to inform you of my decisiou that a release of this <br />amount should be initiated at the rate of 1000 cfs. on June 5, 1998. Such water is to be delivered <br />into conservation storage in John Martin Reservoir. <br /> <br />The circumstances that attended this incident are summarized below: <br /> <br />Thurs., April 23, 1998 At this time, while John Martin Reservoir was spilling, the shaft encoder <br />used to monitor reservoir elevation was replaced improperly resulting in the reporting of <br />reservoir level changes opposite to the true changes. <br /> <br />Sun., April 26, 1998 According to revised accounting for John Martin Reservoir, the reservoir <br />ceased spilling at 2321 hours on this date. <br /> <br />Mon., April 27, 1998 Storage of East Slope Project water in Pueblo Reservoir commenced at <br />0000 hours based upon the understanding that John Martin Reservoir was spilling. <br /> <br />Wed., April 29, 1998 The erroneous instrumentation readings were discovered by 0900 hours, <br />at which time the reservoir operator began to reduce the release from John Martin <br />Reservoir and thus initiated a process of replacing lost conservation storage. However, <br />the significance of this discovery with respect to the concurrent storage of East Slope, <br />Project water was not recognized until later. <br /> <br />Sun., May 3, 1998 Storage of East Slope Project water in Pueblo Reservoir was <br />discontinued at 0600 hours. <br />
