<br />r"";) <br />(0.-) <br /> <br />(-.J <br />CJ <br />C.,) <br />~ <br /> <br />Mr. John Gierard <br />June 4, 1998 <br /> <br />page 2 <br /> <br />Wed., May 6, 1998 Following discussions between the Arkansas River Compact <br />Administration (ARC A) Operations Secretary and the ARCA Assistant Operations <br />Secretary a decision was reached concerning conceptual revisions to the Operations <br />Secretary's accounting necessary to represent the inadvertent loss of conservation storage <br />from John Martin Reservoir due to operational error. <br /> <br />Wed., May 13, 1998 By letter of this date from the Corps. of Engineers, the events arid <br />operational procedure errors that occurred at John Martin Reservoir during the period <br />April 23, 1998 through May 4, 1998 were documented. See Attachment 2. According to <br />their analysis "all but about 600 acre-feet had been recaptured (as of 5/4/98)". While the <br />revised Operations Secretary's accounting does not exactly agree with this conclusion, <br />both appear to establish that the contents of John Martin Reservoir have not exceeded <br />345,698 a.f., which is the point at which the reservoir spills, at any time since the storage <br />of East Slope Project water in Pueblo Reservoir was initiated on April 27, 1998. <br /> <br />Tues., May 26,1998 <br /> <br />1 first became aware of these circumstances as of this date. <br /> <br />Having considered the foregoing information, 1 believe that the most appropriate course of action <br />is to promptly release the entire quantity stored 'in Pueblo Reservoir as East Slope Project water <br />during the period April 27, 1998 through May 3, 1998 to John Martin Reservoir conservation <br />storage. <br /> <br />Although it is difficult to predict with certainty, I believe that the prospects for the reoccurrence <br />of spill conditions at John Martin Reservoir this season are good. The delivery of this quantity of <br />water to John Martin Reservoir will increase those prospects, which will then provide an <br />opportunity, with appropriate accounting, to store and retain water replacing that which is to be <br />released from Pueblo Reservoir.
