"bowed that by the 4th of Kay, at 8 a.m., all but about <br />600 acre-feet had been recapturad in the pool before inflow fell below the <br />release of 639 cfs and the reservoir began to lose storage again. <br /> <br />There were two procedural errors that contributed to the loss in storage <br />in John Martin Reservoir. In the first instance, the project staff failed to <br />check the gage elevation against the well on Monday IIlOrning. In the future, the <br />project staff will measure the lake elevation with a drop tape every Monday and <br />enter thi. ~eading under a revised field on the daily report. This will help <br />us verify that the equipment is functioning properly. Also, every time that the <br />gage mechanilllll i. lIervicad, a tape measurement will be made daily for 3 working <br />days following the SQrvice to the gage to assure that it is operating correctly. <br /> <br />In tho lIecond instance, we failsd to fully coordinate the release scenario <br />during the initial phase of the recapture of the lost storage. The initial <br />reservoir releases, after tha elevation error was detected, included the release <br />of water in excess of irrigation demand, while conservation storage space <br />remainad unfillad. In the future, if this type of operation appears prudent, no <br />action of this nature will be initiated without a concurrence from Bill Howland <br />who will coordinate with the Operating Secretary and the A"sistant Operating <br />Secretary. <br /> <br />I trust this information is sufficient to explain what happened and to <br />offer assurance" that procedural guidelines are in place to avoid a recurrence. <br />If you have any questions regarding this information, please contact Hr.
