I
I
I
I
I
I
I
I
I
I

how the reservoir levels will fluctuate under various hydrologic

conditions and water rights yield/use scenarios.

The study scenarios and a scope of study were initially

agreed upon at a meeting of the entities on April 27, 1987.

Revisions to the operations study were made pursuant to a letter

dated August 31,1987, from the six entities to the Colorado

Water Conservation Board and coupled with discussions at a meet-

ing on February 10, 1989. As a result, a process was outlined to

develop additional data. That data and final comments were

received from the entities between April 2 and April 19, 1990,

and the final specifications for the scope of study were set in

place.

The final scope of study sets forth the analyses which

are required of the engineering consulting firm retained to

perform this operations study.

Each major element of the study

is set forth below.

I
I
I

1.2.2 Permanent Pool Data

The Corps of Engineers has provided structural data for

Mount Carbon Dam.

The elevation of the outlet structure is at

5,558.00 and the reservoir volume below this elevation consti-

tutes the permanent pool.

I
I
I
I
I
I

The pertinent permanent pool data from the December 1989

area-capacity tables is as follows:

Outlet
Elevation
(ft. )
5558.00

Permanent
Pool Volume
(a. f.)
1974

Permanent
Pool Area
(acres 1
107

1-4
