o C,o;\ Section 3. Agenda and Length of Meetings a. It shall be normal practice to prepare an agenda of inr.erest and of sufficient length to occupy a meeting not to exceed a day and one-half. It should be circulated at least one week in advance of meeting date. b. There shall be a period designated during each meeting that shall be open for spontaneous discussion of subjects of interest to the AWRBIAC. Section 4. Selection of Temporary Chairman a. If the Chairman cannot be present, he shall designate a temporary chairman. In the absence of the temporary chairman, AWRBIAC shall designate an acting chairman. Section 5. Parli~ntary Procedure a. Questions of meeting procedure or points of order shall be resolved in accordance with Roberts' Rules of Order, revised, except wherein such Rules may be inconsistent with the provisions of these Articles. ..... en ARTIClE IV - TYPE OF PROCRAMS (GUIDES) Section 1. Informational Programs a. There will be included on the agenda fran t:i.me to t:i.me informational itans having national and regional significance, both for the Al~IAC and the public. b. Each item on the a~enda should normally be limited to two hours or less, including discuSSlon. Section 2. Camri.ttee Reports a. Camri.ttee reports shall be presented in surrmary fonn only - canplete reports should be submitted for attadm12nt to minutes. The presentations shall be made in accordance with specifications of the Administrative Committee. Section 3. Papers and Discussions a. Papers to be presented at meetings shall be submitted to the Administrative Committee for preparation of agenda, and for informational purposes, as necessary, and for distribution to representatives of AWRBIAC at least 30 days before the meeting. The Administrative Conrnittee will set up such procedures as will acccrnplish this purpose. b. Discussion designed to bring out all facets of an issue shall be encouraged at regular meetings. 27
