The first order of business of a standing committee shall be to submit, for AWRBIAC consideration, a proposed outline of responsi- bilities which, when adopted as proposed or arrended, shall becare the guide for the standing committee activity. g. 'OO-thirds or llDre of representatives shall constitute a quorum, provided that at least four state and five Federal agency manbers are present. . Section 2. Majority Rule a. All action, except where specific~~b exempted, shall be in accordance with the majority vote of the ership present. b. The tenn "representatives" includes duly appointed manbers or alternates of both Federal agencies and states. c. The Olairman may vote, and nust vote, in case of a tie. Sec tion 3. Regular meetings shall be held at suitable intervals throughout the year. Regular meetings nonnally will be open to the public. . b. Executive or special reetings may be called by the AWRBIAC Olairman . Section 2. location of Meetings a. The location t'f regular meetings will nonnally be rotated artDng the various states, preferably selected by invitation fran the state. b. Special meetings will nonnally be held at a location convenient to the membership. 26
