Section 3. Establishment of Ad Hoc CamUttees

a. Ad hoc ccmnittees shall be appointed by the AWRBIAC Chairman and
approved by AWRBIAC to deal with special transitory technical and policy
problems as they arise and shall be dissolved by similar action.

b. Ad hoc ccmnittees normally shall consist of A1.JRBIAC representatives
or their designees having an interest in the subject to be considered, and
the Chairman thereof shall normally be a representative of the AWRBIAC
agency having primary responsibility for the subject. He shall be
designated by the A1.JRBIAC Chairman.

c. Each ad hoc ccmnittee shall be given a deadline for a brief
report to the AWRBIAC of action taken.

d. Assignments to ad hoc ccmnittees shall be specific and deal
normally with definite problems rather than abstract questions of
coordination and integration.

Section 4. Establishment of Standing Ccmnittees

a. Standing ccmnittees shall be appointed by the AWRBIAC Chairman
and approved by A101RBIAC to deal with specific problems of a continuing
nature which have been determined by AWRBIAC action to require the
appoinllrent of such ccmnittees. A standing ccmnittee may be abolished
by A1.JRBIAC when it is detennined that the services of such a ccmnittee
are no longer required.

b. Standing cornni.ttees normally shall consist of AWRBIAC
representatives or their desi~ees having an interest in the subject
to be considered, and the cha1rman thereof shall normally be a
representative of the AWRBIAC agency having primary responsibility
for the subject. He shall be designated by the AWRBIAC Chairman.

c. Membership of each c~ttee shall be at the discretion of
the Main Coornittee Chairman and the Main Coomittee and appoinllrents or
reappoinllrents shall be made for a tenn not to exceed one year. The
chairman of each coornittee shall be designated each year by the AWRBIAC
Chairman. All appoinllrents shall be on a fiscal year basis and are
to be made not later than the first neeting of the fiscal year except
for the initial establishment.

d. Each standing coornittee shall report to the AWRBIAC on its
activities at each regular neeting unless excused by the AWRBIAC Chairman.
In addition, chairmen of standing coornittees shall report accomplishments
for inclusion in the annual report of AWRBIAC.

e. Assignments to coornittees shall be specific and deal normally
with a limited subject.
