<br />~..A"l <br /> <br />12 <br /> <br />Opening Statement - Mr. Stein <br />State agencies. <br /> <br /> <br />We have found that, generally, for the purpose <br /> <br /> <br />of maintaining relations with the industries and municipali- <br /> <br />ties within a State, we would hope that you would go to the <br /> <br /> <br />State agency rather than to the Federal Government. The <br /> <br /> <br />reason for this is that when the conference has been con- <br /> <br /> <br />cluded, we would prefer that the people who are interested <br /> <br /> <br />in the problem follow their normal relations in dealing <br /> <br /> <br />with the State government, rather than the Federal Government, <br /> <br /> <br />on these matters. This has worked successfully in the past, <br /> <br /> <br />and we wiill be most pleased to make this material available <br /> <br />to the State for distribution. <br /> <br /> <br />On a note of optimism, I hope this will be the <br /> <br /> <br />last formal conference we will have to have on the South <br /> <br /> <br />Platte. The sooner we get working with the State people, <br /> <br /> <br />I think the better off we will be. <br /> <br /> <br />I would suggest that all speakers and participants <br /> <br /> <br />making statements other than the conferees, come to the <br /> <br /> <br />lectern and identify themselves for the purpose of the <br /> <br /> <br />record. <br /> <br />I do think that the South Platte River has been <br /> <br /> <br />studied and analyzed as few rivers in the country now have <br /> <br /> <br />been. This has been one of the advantages of this action. <br /> <br /> <br />I think we have a leg up on many, many other rivers. <br /> <br /> <br />
