13

Opening Statement - Mr. Stein

The facts are available. You have a perceptive

and hard-working State board. I think that that is good

for an action program to clean up the river, and I am sure

that you will hear that much of this is already under way,

so we are moving ahead.

Before we start, we have my boss here, and a

distinguished visitor, Assistant Secretary Di Luzio of the

Department of the Interior.

Would you stand, up, sir?

People have said we have become big business now.

We have gotten, as the people who know the new law are

aware, authorizations for much more money than we ever

thought we were going to get in this field. We alSo have

an Assistant Secretary in the Department of the Interior

devoted to water pollution control, which insures us a

direct and rapid entree to the Secretary of the Department

on any problem we may have. This has proved very effective

for our kind of work.

We are very happy to have Mr. Di Luzio here. I

think this will give the new emphasis, or is one of the

best examples of the new emphasis we are having on this,

that the Assistant Secretary would come down and sit in and

see what happens at one of these conferences .

With that, I would like to call on Mr. Herbert
