<br />11 <br /> <br />Opening Statement - Mr. Stein <br /> <br />announcement. <br /> <br /> <br />Under the Federal law, the Secretary of the <br /> <br /> <br />Interior is required at the conclusion of the conference <br /> <br /> <br />to prepare a summary of it, which will be sent to all the <br /> <br /> <br />conferees. The summary, according to law, must include the <br /> <br />following points: <br /> <br />1. <br /> <br />Occurrence of pollution in navigable waters <br />subject to abatement under the Federal Act; <br />Adequacy of measures taken toward abatement <br />of pollution; and, <br />Nature of delays, if any, being encountered <br /> <br />2. <br /> <br />3. <br /> <br />in abating the pollution. <br /> <br /> <br />The Secretary of the Interior is also required to <br /> <br /> <br />make recommendations for remedial action, if such recommenda- <br /> <br /> <br />tions are indicated. <br /> <br /> <br />I might say that when the Federal and State <br /> <br /> <br />conferees have agreed unanimously on these recommendations, <br /> <br /> <br />the Federal Cabinet officer responsible for making of these <br /> <br /> <br />recommendations has in the past always endorsed them. <br /> <br />A record and verbatim transcript will be made of <br /> <br /> <br />the conference by A1 Zimmer. He is making this transcript <br /> <br /> <br />for the purpose of aiding us in preparing a summary, and also <br /> <br /> <br />providing a complete record of what is said here. We will <br /> <br /> <br />make copies of the summary and transcript available to the <br />
