III (a) of the
Colorado River Compact; and that otrer and additional projects with aggre-
gate depletions of 4,880,000 acre feet annually may be constructed in the
Upper Basin without thereby causing the total depletions to exceed
7,500,000 acre feet. However, with respect to the Lower Basin, the exist-
ing depletions t'ogether with the allowanoes of the Report for future ex-
pansion of existing irrigation will exoeed the 8,500,000 aore feet here-
tofore apportioned to the Lower Basin by Art. nI (a) and (b) of the Colo-
rado River Compact, - the excess b~ing 262,300 acre-feet annually accord-
ing to the Report. Until the shares have been determined in those sur-
plus wsters of the ColoradO River system unapportioned to the Upper Basin and
the Lower Basin, and a Treaty made with l1exico in accordance with Art. In
(a), (b) and (0) of the Compact, the combined effect of future increased
depletions resulting from the construction of potential projects a.nd the
expansion of existing projects taking into account the existin(; deple-
tions, should not exoeed the quantities heretofore apportioned by Art.
III (a) and (b) of ~he Compact, namely, 7,500,000 acre feet in the Upper
Basin, and 8,5oo,OUJ acre feet in the Lower Basin. Colorado objects to
the showing of the Report, that allowances or reservations are being made
