Direoting attention ne:<t to so-called "depletion allov.nnces ," <br />the Report allows for future depletions in the Upper Basin of 491,000 <br />acre feet annually, by projeots under construction but not oompleted, <br />and by projects authorized but not constructed; and allows for ful;ure <br />depletions in the Lov.er Basin of 1+,205.200 aore feet annually, by the <br />"irrigable" lands of existing projects not heretofore or now irriGated. <br />Both allov.nnce quanti ties appear to be based on long-time average or <br />normal conditions. Allowances in the Upper Basin are reported by indiv- <br />idual projects, as followsl 38,000 acre feet of export diversions by <br />Frovo project under construction in Utah; 29,000 acre feet of depletions <br />by 20,000 acres to be irrigated by Eden project under construction in <br />Hyoming; 4,000 acre feet of depletions by 2,000 acres of new land to be <br />irrigated by Paonia project authorized for construction in Colorado; <br />320,000 acre feet of export diversions by Colorado-Big Thompson project <br />under construction in Colorado; and 100,000 acre feet of export diver- <br />sions for City of Denver by project now partially developed. Data for <br />the Hanoos Project (now under construction) was not given. Allov.nnces <br />in the Lower Basin are not listed by individual projects, but are re- <br />port<;d as a total of 4,265.200 acre feet for the future irrigation of <br />579,000 aores of "irrigable" land in Arizona and California, in connec- <br />tion vdth projects listed at page 237 of the Report that are said to <br />have irrigated 540,000 acres in 1943, all in the Boulder Division. Seg- <br />regations of the total Lower Basin e.llov.nnce (by Colorado engineers) in-' <br />dicate that the Report allows 1,000,700 aore feet of depletions for the <br />future irrigation of 239,000 acres of "irrigable" lands in Arizona, in <br />connection with projects said to have irrigated 77,900 acres in 1943; Ilnd <br />allows 3,264,500 acre feet for the future irrigation of 342,100 aores of <br />"irrigable" land in California, in connection with projoots said to have <br />irrigated 460,900 acres in 1943. The allowances for future depletions in <br />both basins are. treated in the Report as "present" depletions, and are <br />summarized and oombined with the existing depletions hereinbefore dis- <br />cussed. Colorado suggests that allowances for future depletions should <br />be summarized separately from existing depletions. should be estimated <br />under definitions that are uniformly applicable to both basins and all <br />States alike.. <br /> <br />" <br /> <br />. <br /> <br />37.
