<br />38. Potential projeots listed in the Report are estimated at 5,023,000
<br />acre feet of annual depletion in the Upper Basin, and at 2,330,300 acre
<br />feet in .the Lower Basin. Thus the implication of the Report is that future
<br />inoreased water utilization will occur largely in the Upper Basin. That
<br />showing results frol,l combining tho existing depletions with ful;ure deple-
<br />tions of projeots and lands for which "allowances" are made in the Report.
<br />A more aocurate picture would be presented if such ful;ure "allowances"
<br />were combined with similar ful;ure depletions of potential projects. On
<br />that basis the ful;ure increased utilization of waters of the Colera.do Ri-
<br />ver system, oul;lined in the Report, will amount to 5,514,000 acre-feot an-
<br />nually in the Upper Basin, and 6,595,500 aore feet annually in the Lower
<br />Basin. Together with existing depletions, the total depletions will be-
<br />came 7,643,000 aore feet in the Upper Basin, and 11,0:)2,600 aore feet in
<br />the Lower Basin. per estimates of the Bureau of Reclamation, as follows.

<br />Considering the quantities of water heretofore apportioned to
<br />each of the basins ;JY the Compa.ot (7,500,000 to Upper Basin and 8,500,000
<br />to Lower Basin) it is apparent t hat the potential projects listed in the
<br />Report for the Upper Basin Can be constructed with assurance that water
<br />supplies, within the ~rovisions of the Compact, will be available to all
<br />(or substantiaUy all) such projects, wrereas in the Lov.cr Basin a con-
<br />siderable portion of the listed projects could have no such assurance at
<br />the present time. Instead, the list of potential Lower Basin projeots
<br />must be treated as a list of development possibilities from which selec-
<br />tions must be made, or be considered as a list of alternative possibili-
<br />ties in lieu of those future inoreased depletions, or some of them, for
<br />which allowances are made in the Report. Colorado says that the poten-
<br />tial projeots listed in the Report for the Upper Basin should be expand-
<br />ed so as to reflect all the opportunities for development in the Upper
<br />
